Hinrik is actually the result of a Romulan coup attempt, where Katara Cretak and her minions cloned various people in positions of access or authority with intent to replace them, one of which was Cecil. The only people who know about Hinrik being Cecil's clone are Cecil, Commodore Akoro, Amelia, Rik, and a couple people at Intelligence HQ. Everyone else has been told that Cecil had donated sperm for his friend Collette and her wife Justine to have a child, then an accident happened that left both of them dead and no family to take the child in, so Cecil adopted Hinrik instead of letting him go to an orphanage or be adopted by strangers.
