The New Terran Empire spent many years attempting to form between the initial rebellion on Terok Nor and when it finally found purchase during the negotiations with the Romulan empire to form an alliance. The budding Terran government had been spearheaded by a faction of women who wanted to harken back to the empire of old — the legacy of the Empresses who'd overseen the empire at its strongest, before Spock had undermined everything with his fairy tales of peace and compassion. They were jokingly referred to as Daughters of Sato at first, as those who didn't believe their message were attempting to mock them by harkening to the most blood thirsty empress the empire had seen. When they embraced this name officially, their opponents became concerned.

As the one who initiated the negotiations with the Romulan Government, Harry Kim (mirror) was soon seen as the leader of the opposing faction. When forced to name his group, there was only a short pause before he declared they were the Defenders of Earth. His choice of name was immediately mocked by both sides, but he would not back down. It was a reference to the book that he and Tom had built a bond over during those early days in the resistance cell, and he was adamant that his friend be remembered.

The Daughters of Sato had the strength and resources, but the Defenders of Earth had brought the Romulans to the negotiation table; in the end, both groups had to work together to secure the alliance and form a stable government. The dominance of the ruling counsel waxes and wains between the two groups, and though the Daughters of Sato make a push from time to time to declare an Emperor (taking a page from Emperor Georgiou's book and using the term in a gender neutral manner) the Defenders of Earth manage to prevent them from implementing this single seat of unchecked power.

It has been slow going over the years, and the Alliance fights back rabidly, but with the Romulan's assistance, the New Terran Empire has mostly reclaimed the core of their previous empire, as well as assisted the Romulans in shoring up their borders against the Alliance. Only a few hold outs have not been reclaimed as their peoples have folded themselves into the Alliance — the Orions and the Bajorans.
